Keith Steller has devoted his life to saving dogs in need, offering second chances at the Underdogs rescue shelter. As the shelter manager, he’s a pro at healing both physical and emotional wounds. But he wasn’t prepared to feel the same compassion and protectiveness for Ben Cobb, the ruggedly handsome rescue worker with a tough exterior and a mysterious past.

Ben’s latest rescue, a deeply traumatized black lab named Pepper, stirs up painful memories from his own childhood.
